May 3, 2012 Contact: Carl Baker

For immediate release:

Celebrate Cinco de Mayo safely this and every year
Pick a Designated Driver or contact your local sober ride program
Remember: ‘Buzzed Driving is Drunk Driving’

The Redlands Police Department wants to remind everyone to celebrate Cinco de Mayo safely this Saturday and if you’re planning to drink, plan not to drive.

The Redlands Police Department, along with the Avoid the 25 County DUI Campaign, will be deploying additional officers on overtime during Cinco de Mayo weekend, supporting routine traffic and patrol officers and focusing on drinking driver hotspots. Redlands Police will have targeted “saturation” patrols out Saturday and Sunday, May 5 and 6. Police, Sheriff and CHP officers will have a “zero tolerance” response toward impaired drivers who fail to use a designated sober driver.

“Whether you are meeting a few friends at the local pub after work or attending a local event or party, if alcohol is part of the festivities, make sure you designate a sober driver to get you home safely,” Redlands Police Sgt. Ricky Smith recommends.

Law enforcement officials recommend the following easy steps, for a safe Cinco de Mayo:

Plan a safe way home before the festivities begin and designate a sober driver.
Call a taxi
If you happen to see a drunk driver on the road, don’t hesitate to report them – Call 911!
And remember, if you know people who are about to drive or ride while impaired, take their keys and help them make other arrangements to get to where they are going safely.

The national Buzzed Driving is Drunk Driving crackdown is led by the California Office of Traffic Safety (OTS) and NHTSA, with the California Avoid DUI Task Force Campaign combining high-visibility enforcement and heightened public awareness through publicity.

The program is funded through a grant by the California Office of Traffic Safety who reminds everyone to please; Report Drunk Drivers – Call 911!

Media Notes: The Cinco de Mayo enforcement period runs from 5 p.m., May 5 to 3 a.m. May 6. To schedule an interview regarding Anti Drunk-Driving efforts, or request a ride-along with law enforcement regarding this weekend’s effort, please contact Sgt. Rick Smith at (909) 798-7610 Ext 1 or rsmith@redlandspolice.org.

For immediate release:

20 indicted for heroin trafficking conspiracy following joint investigation

The United States Attorneys Office for the Central District of California has indicted 20 persons for heroin distribution and sales following a 10-month joint investigation with the Redlands Police Department, members of the San Bernardino County Sheriffs Department narcotics unit and the United States Drug Enforcement Administration.

As part of this investigation, a total of 15 people have been taken into custody since Feb. 28, including three arrested since Friday. The investigation is continuing as police attempt to locate and take into custody the remaining suspects.

Over the course of this 10-month investigation, members of the joint Street Enforcement Team identified the 20 defendants as members of a heroin cell, dealing more than half a kilo a week of Mexican tar heroin in the East Valley portions of San Bernardino County, including Redlands, Yucaipa, and Highland.

The investigation was launched in June 2011 after Redlands police noted a growing number of heroin-related arrests and overdoses in 2010 and early 2011. Since August 2010, 11 residents of Redlands and the surrounding communities between the ages of 18 and 26 have died as a result of heroin overdose.

The Task Force, which included members of the Redlands Police narcotics unit, deputies from the San Bernardino County Sheriffs Department, special agents from the Drug Enforcement Administration, Assistant United States Attorneys from the U.S. Attorneys Office for the Central District of California and a High Intensity Drug Trafficking Area Criminal Intelligence Specialist from California Department of Justice worked together to target heroin trafficking and street dealing in the area.

According to investigators, the local organization is connected to drug suppliers in Mexico with each local cell of the organization operating as a pyramid including a local supplier, runners and street level dealers trafficking in heroin to local users.

The federal indictments charge 20 members of the conspiracy with violating 21 U.S.C. § 846: Conspiracy to Distribute Heroin and 21 U.S.C. §§ 841(a)(1), (b)(1)(B), (b)(1)(C): Possession With Intent and Distribution of Heroin. These charges carry a maximum penalty of 40 years in prison for those members without any prior drug felonies. For those members of the conspiracy with prior drug felonies, these charges carry a maximum term of life imprisonment.

In this operation, federal and local resources have been seamlessly integrated in order to put heroin traffickers in the Inland Empire out of business, said United States Attorney André Birotte Jr., whose office is handling the prosecution of the case. “We want the public in San Bernardino County to know that the Department of Justice and the Drug Enforcement Administration are committed to working with our local partners, at both the city and county level, to dismantle the criminal organizations that threaten their well-being and to insure their safety.”

The individuals named in the federal indictment are: Salvador Gonzalez-Chavez, age 29, Fontana; Jose Perez Hernandez, age 27, San Bernardino; John James Flores, age 63, Redlands; Victor Hugo Padron Mendez, age 35, Rialto; Luz Maria Medina-Nieves, age 29, Fontana; Jimmy Nieves, age 27, Fontana; Luz Myriam Nieves-Cruz, age 49, Fontana; Angela Aragonez, age 45, Redlands; Peter Francisco Flores, age 29, Redlands; Daniel Martinez, age 57, Redlands; Steven Kelly Olalia, age 37, Redlands; Fabian Jose-Maria Villanueva, age 27, San Bernardino; Alvaro Medina, age 20, Pomona; Mario Sandoval, age 27, Pomona; Lupe Hidalgo-Martinez, age 49, Fontana; Nereida Cynthia Puente, age 41, Hesperia; Fernando Salazar, age 42, El Centro; Roberto Gutierrez, age 57, Cypress; David Reyes-Sandoval, age 52, Redlands; and Irene Arvizu, age 56, San Bernardino.

Anyone with additional information is asked to contact Redlands Police Dispatch at (909) 798-7681. Callers may remain anonymous. Anonymous tips can also be provided by texting 274637 using the keyword “REDTIP.”

Inquiries for the United States Attorney’s Office are directed to the Press Affairs Office at 213-894-0480 or 213-894-5202.

Crime-Free Multi-Housing/rental property training program.

The Redlands Police Department will hold an eight-hour training class for multi-unit rental apartment managers/owners and single family rental property owners Thursday, April 19. The program is focused on education and reducing crime in apartments, condominium complexes and single family rental housing throughout the city.

The five-phase Crime-Free Multi-Housing program focuses on community-oriented crime prevention by emphasizing communication with property managers, tenants and police. Since 1995, the Redlands Police Department has participated in the San Bernardino County Crime-Free Multi-Housing program.

Phase 1 is a one-day workshop that introduces the program, classroom instruction on a crime-free rental addendum, eviction process, tenant screening, property management, Fair Housing issues, gangs, graffiti, and narcotics identification. Classroom presentations will be by professionals in that field.

In Phase 2, police officers conduct a security assessment of the apartment complexes, called Crime Prevention Through Environmental Design (CPTED), which helps managers identify ways to make their complexes safer for tenants.

Completion of Phases 1 and 2 allows managers to begin Phase 3, ordering and posting signs denoting their apartment complexes as Crime-Free.

In Phase 4 of the Crime-Free Multi-Housing program, Redlands Police officers will schedule tenant/manager meetings at participating complexes. Residents will be given information about local crime trends and crime prevention techniques.

Phase 5 certifies the complex as Crime-Free.

Crime-Free Multi-Housing participants have seen a reduction in calls for service and a reinforced partnership with the community.

The Redlands Police Department holds two Crime-Free Multi-Housing workshops per year, one in the Spring and the other in the Fall.

For more information contact Officer Elyzabeth Green at (909) 798-7534 ext 2 or Rick Strobaugh at (909) 798-7609, ext. 1. The class will be held at the Redlands Community Center, 111 W. Lugonia Ave. from 8 a.m. to 4:30 p.m. Thursday, April 19. Please RSVP by April 17. Cost is $5 to cover the cost of lunch.

For immediate release:

RPD welcomes new fulltime and reserve police officers

The Redlands Police Department recently welcomed two fulltime Police Officers and two Reserve Officers to its ranks.

During a ceremony held March 8 at the Redlands Police Annex, the department welcomed Officers Rigoberto “Rigo” Garcia and Sid Jones. Both officers were hired under a 2011 Federal COPS Hiring Grant.

After completing his enlistment in the Marine Corps, Rigo Garcia spent more than 12 years in law enforcement including the Los Angeles County Sheriff’s Department, the Riverside County Sheriff’s Department, and the California Department of Justice Bureau of Narcotic Enforcement before being hired by the Redlands Police Department. He has worked in custody, patrol and as a field training officer. He has worked in gang and narcotics units, assigned to clandestine methamphetamine laboratories, and worked on fugitive apprehension and dignitary protection. Garcia has also been cross designated as a federal agent for the Department of Homeland Security and he is an instructor in active shooter response, firearms and tactics.

Jones began his career in 1988 when he was hired by the Rialto Police Department as a Reserve Police Officer. He worked as a Reserve Officer until September 1990, when he was hired full time by the Rialto Police Department, where he rose to the rank of corporal and worked a wide variety of assignments, including patrol, field training officer, narcotics, traffic and SWAT. In February 2001, Jones accepted a position with the California Department of Justice Bureau of Narcotic Enforcement where he worked on numerous teams including the Gang Suppression Enforcement Team, California Methamphetamine Strategy Team and Inland Crackdown Allied Agency Task Force. In 2006, he was promoted to the rank of Special Agent Supervisor, and was assigned to the Coachella Valley Gang Task Force. He currently holds an Associate of Arts degree from Chaffey Community College and will earn his Bachelor’s Degree from California Coast University in April.

In addition, the department welcomed two Level I Reserve Officers, Thomas Williams and Paul Davis. Level I Reserves with the Redlands Police Department are volunteers who have put themselves through the rigorous academy training and background process to perform the same functions as fulltime, uniformed police officers.

Thomas Williams attended the San Bernardino Valley College Extended Basic Academy and graduated in 2nd place overall while working full time as a loss prevention agent at Target in Redlands. He graduated from Everest College with an Associates degree in criminal justice earning top honors with a 3.98 GPA.

Over the last seven years as a loss prevention agent, Williams has worked closely with members of the Redlands Police Department to solve crimes including shoplifting, burglary, identity theft, credit card fraud, embezzlement and vehicle burglary. In one incident, Williams identified and assisted with the arrest of two people who were stealing merchandise and providing the stolen items to a vendor at a local swap meet. Following an investigation and a controlled buy, an organized theft ring was uncovered resulting in the recovery of more than $35,000 worth of stolen property. On another incident, Thomas’ knowledge, experience and intuition led to the arrest of five subjects who were found using stolen credit cards. Following an investigation, police determined the subjects were also responsible for several vehicle burglaries in the city. Thomas also assisted Redlands Police and the Postal Inspector’s office with an investigation which led to the arrest of a postal employee who was stealing mail from residents.

Paul Davis attended criminal justice classes at Chaffey College and completed the Riverside Sheriff’s Academy where he graduated in the top 6 percent of his class in December 2009. He has extensive training in Muay Thai and Brazilian Jiu-Jitsu. He aspires to become a fulltime police officer.

In addition, the RPD also welcomed crime analyst Kimber Davis and background investigator Keith Yoshimura.

Kimber Davis received a Bachelor of Arts degree in broadcasting from Arizona State University in 2001. In 2011, she completed her Certificate in Crime and Intelligence Analysis, which is accredited through the Department of Justice, from the University of California Riverside. Recently, she graduated from California Baptist University with a Master’s degree in Public Administration.

Davis came to Redlands from the San Bernardino County Sheriff’s Department Criminal Intelligence Division where she volunteered more than 1,000 hours as a Crime and Intelligence Analyst.

Keith Yoshimura joined the Redlands Police Department after 21 years service with the Riverside County Sheriff’s Department, where he retired as a lieutenant. During his tenure with the Riverside County Sheriff’s Department he was a gang investigator; a detective working sex crimes, frauds and homicide; a patrol sergeant; and retired as a lieutenant supervising for the Advanced Officer Training Division of Ben Clark Training Center.

He is currently attending California Baptist University, enrolled in a dual Master’s program in Marriage and Family Therapy, as well as Counseling in Ministry. He works at the Lake Gregory Church conducting premarital counseling with the Prepare Enrich assessment program.
